Nabi SAW tidak berpuasa pada hari Arafah namun tidak melarang
Imam Ahmad : 5163حَدَّثَنَا عَفَّانُ حَدَّثَنَا شُعْبَةُ قَالَ ابْنُ أَبِي نَجِيحٍ أَنْبَأَنِي قَالَ سَمِعْتُ أَبِي يُحَدِّثُ عَنِ رَجُلٍ عَنِ ابْنِ عُمَرَ أَنَّهُ سَأَلَهُ عَنْ صَوْمِ يَوْمِ عَرَفَةَ قَالَ خَرَجْنَا مَعَ رَسُولِ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ فَلَمْ يَصُمْهُ وَمَعَ أَبِي بَكْرٍ فَلَمْ يَصُمْهُ وَمَعَ عُمَرَ فَلَمْ يَصُمْهُ وَمَعَ عُثْمَانَ فَلَمْ يَصُمْهُ وَأَنَا لَا أَصُومُهُ وَلَا آمُرُكَ وَلَا أَنْهَاكَ إِنْ شِئْتَ فَصُمْهُ وَإِنْ شِئْتَ فَلَا تَصُمْهُ
Narrated to us [Affan] Narrated to us [Syu'bah] said [Ibnu Abi Najih] has told me, he said, I heard [my father] tell a story from [someone] from [Ibn Umar], he asked Ibn Umar about the fasting of Arafah. He (Ibn Umar) said, Once we went on Hajj with Rasulullah sallallaahu 'alaihi wasallam and he did not fast, also once with Abu Bakr he also did not fast, also with Umar he did not fast, and with Usman he also did not fast and I will not fast (on the day of Arafah) and I also do not order or forbid you. If you wish, fast and if not, please do so.
